The dominant quality is based on the 5th scale degree of the major scale. This is the home of the Mixolydian sound.
Throughout recent history this tonality has developed into various forms, but today we're just going to focus on Mixolydian, Phrygian Dominant, and the Blues Scale.
We're in the key of Bb7(b9) or Phrygian dominant. Our note choices are Bb-Cb-D-Eb-F-Gb-Ab-(Bb). So Root-Flat9(2)-Maj3-P4-P5-min6-min7-(Octave).
The cool thing about a groove in this tonality is that you can play a plethora of modes over it depending on what the tensions are. For instance, Bb7(b9) calls for Phrygian Dominant. Bb7(Sus4) calls for Mixolydian.
