A fairly common pattern made "difficult". Not really, but it sure seems that way! The reason for the altered picking direction one beat prior to the final set of triplets in bar 1 is for beat-emphasis. Traditional Irish music is fairly percussive in nature, and anything the accompanying instruments can do to express this feature is generally capitalized on.
